Workforce Innovation and Opportunity Act (WIOA)

Updated September 5, 2014

President Obama Signed the Workforce Innovation and Opportunity Act in July 2014. The new act will help job seekers navigate available assistance and services to become gainfully employed and provide employers with talented workers to be competitive and successful. The act will be instated on July 1, 2015 and replace the existing Workforce Investment Act of 1998.

Key features and changes:

  • Ensure Federal core programs for employment and training are joined as one cohesive goal. Facilitation of the process will be coordinated through the 4-year strategic state plan
  • Assure investments are data driven, evidence based and accountable. Common performance measures on core programs will ensure accountability
  • Board sizes for state and local workforce boards will be reduced in size to increase efficiency
  • Focus on career pathways and sector development
  • Increase the reimbursement for OJT and customized training
  • Authorize local areas to transfer 100% funding between adult and dislocated workers
  • Require a minimum of 75% funds for out of school youth
